NRM’s Mugisha wins the Hoima LCV district chairperson by-election.

The NRM flag-bearer, Uthman Mugisha, won the Hoima District LC-V chairperson by-election. The electoral commission announced the winner on Thursday night, following the election exercise that took place on Thursday.

Mugisha polled 18,353 votes, and the closest challenger polled 12,020 votes out of the 90,617 registered voters across the 173 polling stations.

The announcement was made by the EC returning officer for Hoima Kasande Merab late on Thursday night at Dwoli Church of Uganda playgrounds.

Voting in the Hoima District LC5 by-election concluded without major incidents, despite earlier anticipated tensions.

Mugisha is the son of the late Kadiri Kirungi, the former district chairperson who lost his life in the road accident on Hoima Road.

According to the Commissioner of the Uganda Human Rights Commission, Chrispin Kaheru, there was generally low voter participation, which could have been due to the disruptions caused by the all-day rainy weather.

“That notwithstanding, it is incumbent upon stakeholders to address the persistent low voter participation in Uganda’s March 17th elections, generally. This will require continuous assessment of barriers to voting in specific places or demographics and developing targeted solutions,” he said yesterday after voting concluded in Hoima.

The voting had a low voter turnout, and Kaheru, a poll observer, said that the low voter turnout was due to a multifaceted approach, which is key to addressing a low voter turnout.
